Some tools ingest PNG more happily than JPEG (stickers, certain print queues, apps that expect alpha). HEIC to PNG gives them a file they understand.
Camera roll HEIC is still a lossy capture. PNG is lossless from the decoded pixels, so HEIC to PNG often grows versus the HEIC file.
If you needed true lossless from iPhone, you would have to capture in a lossless mode Apple does not use for Camera roll HEIC.

Drop HEIC. libheif → ImageData → Oxipng. Reduce palette is optional if you want TinyPNG-style PNG-8 — usually wrong for photos.
Size budget on PNG binary-searches palette colors — best for flat graphics; photo HEIC→PNG often stays large even with a budget.
Alpha: Camera HEIC photos are typically opaque. You will get an opaque PNG unless the HEIC actually had transparency.

Skip HEIC to PNG for web photos — HEIC to WebP or HEIC to JPEG will be smaller.
Leave Reduce palette off for photos. Palette PNG-8 banding on skin is ugly. Oxipng alone will be large compared with JPEG.
Resize before PNG if the PNG will only be a 800px web asset — full-resolution PNG from HEIC is huge.
Inspect EXIF on the HEIC if you need capture data.
Prefer HEIC to JPG when the goal is email or CMS upload.
